If this is the same one as I got, ICSTIS won't have much to complain
about. The spam clearly identified that there was a charge for replying
to the SMS (as the OP said). ICSTIS aren't there to stop all spam in
general, they're there to stop stuff that falls foul of their rules
(such as stuff that omits to mention that the number to call is a
premium rate number or that text messages to claim the "prize" are a
chargeback service). "The Winners Club" IIRC stated that there was a
charge and gave their contact details, as ICSTIS requires. So anyone dim
enough to reply to this has only themselves to blame.
