AFAIK, Cingular doesn't sell prepaid GSM in any of their conversion
markets. They've stuck to TDMA prepaid in those areas (bless 'em!)
Heck, they'll even still activate analog-only phones in those markets.
I activated one for a specific data need (a portaable credit card
terminal) in Kansas City not too long ago.

Cingular uses TDMA for prepaid in 800-MHz markets (in any TDMA-to-GSM
conversion market.)
