About the only thing that you can find out is the name of the cellular carrier,
and then not always. Some of the numbers are still "registered" to the original
carrier and not the one that has bought them or merged with them or whatever.

You cannot find the name of the individual subscriber if they don't or won't
tell you.

How good are you at tracking thru the many possibilities of cell site
transfer points?
