I have never seen any change in my little signal bars, with the antenna up
or down. I also checked with an OHM meter and there is no connection from
the antenna and the hookup for the external antenna. Any one know why that
is. I have a Motorola v60i"

Well one reason that comes to my mind is because of location. Do you know if their are any cell phone towers near your area?
