Its not practical for me to get a contract phone. Leaving soon to work
abroad for 12months, going to get a payt sim there, and take a (3g?)
contract afterwards.

Most networks will let you pay off the 12 months in one go,
and T Mobile and Orange inc free IB.
Orange will insist on you paying off all 12 months if you ask for the SPunlock
code

Now that's a VERY interesting nugget of information, but why would the
network want to sell me a cheaper handset when they know full well I intend
to walk outside the shop and put my own sim in?? How much am I able to save
from offline price (cpw t610 is £299, some shop on the web had it for £288).

When are the subsidies ending?

What is free IB?

Will this deal work on the high street or do I have to go find independent
shops?

Cos they hope you will make some calls, not that you have to,
you do have to make at least one call so the dealer gets his subsidy.
If you don't, the dealer could clawback from you

They already are starting to, Orange intend to make the next
big subsidy cut in a couple of months

You should get better deals from online dealers like OSPS, FWDcellular, etc

But CPW shops usually have unlocked GSM stock phones for T Mobile.
Try another networks Sim in a T Mobile deal from CPW,
and if it works, the phone is unlocked.

I've got a CPW in my local supermarket... surely they'd have a problem with
me sticking my sim in their phone before I've bought anything? Will they be
able to handle my request to pay the whole contract up front?

My local CPWs have always let be try out a phone first,
if yours won't, go to another branch that wants it's commission

Paying upfront is something you need to take up with T Mobile,
ask T Mobile CS if there's any discount for doing so ?
(Orange used to offer a small discount once)
If not, (likely) say you want to anyway
