Since you can't use a service like Telediscount, your best bet will be to
buy one of the many phonecards available from virtually any newsagent. Most,
if not all, have 0800 numbers.

For example, the Post office sell a phone card that is accessed using a 0800
number and charges 5p per min to US landlines and mobile. Call quality is
also generally very good.
