I have a Nokia cell phone. In short, I've lost it. Is it possible to turn
a cell phone on remotely ? Is there no code you can use to turn on your
cell phone so that you can call it. If not, why hasn't that been invented
yet ?

Why would anyone want to? Imagine people in planes who have their phones off
but some bugger remotly turns them on!

err....if the phone is turned off then how will it receive the command?
It will have to be on and connected to a mobile network before you can
contact it.
This would be a pretty dumb new feature for several reasons:
(1) There are places where mobile phones need to be off for safety reasons
(2) This will drain the battery - effectively you can never turn your phone
off
(3) This will overload the cellphone network if every single handset is on
all the time and connected to at least one cell.

A better feature would be for mobile networks to locate lost/stolen phones
for you once they are turned on by someone else.
The technology exists, and the location of the phone can be pimpointed by
cell triangulation.
If it is powered off and nobody has found it, then live with it.
Consider phone insurance coupled with data backup as a more workable
solution.
